D.A.R.E. has partnered with the American Foundation for Suicide Prevention to adapt their nationally acclaimed “More Than Sad” high school program for delivery by D.A.R.E. Officers. This program teaches teens to recognize the signs of depression in themselves and others, challenges the stigma surrounding depression, and demystifies the treatment process. Officers will leave this workshop ready to deliver this lesson.

Bruce was the D.A.R.E. America Officer of the Year 2007. He currently serves as Facilitator and Mentor for D.A.R.E. Indiana’s Training Team.  He has been with the Bluffton Police Department since 1986. His duties at the department include: Patrol Officer, D.A.R.E. Instructor and Trainer, Wells County D.A.R.E. Coordinator, Intoxilyzer Operator, Chaplain and CPR Instructor for the Bluffton Police Department, School Resource Officer since 2001, and part-time pastor for a small church. He was also Youth/Associate Minister with two different congregations for 6 1/2 years, Emergency Medical Technician for the Wells County EMS for 6 1/2 years with over ten years as certified EMT, and Certified Second Class Firefighter with the Bluffton Fire Department until 1994.

The following are his other awards and achievements:

  • “Officer of the Year” award from Bluffton Police Department – May 1989

Officer Brent Forgey has been in Law Enforcement for 29 years. He has been actively teaching the Elementary D.A.R.E. Program for 25 years and middle school for 23 years. He has been a Mentor on the Missouri D.A.R.E. Training Team for 20 years. In 2016 he was picked for an International Training Team that taught Philippine Police Officers how to teach the new D.A.R.E. Curriculum. He teaches at the Missouri D.A.R.E. Officers Association Conferences every year on Curriculum or active shooter. He currently teaches at the Drury College Police Academy. Courses include Crime Prevention and D.A.R.E. He has taught at the International D.A.R.E. Officers Association Conference in the past on How to Use Puppets in the Classroom, and Refuse To Be a Victim Courses.

Drug and human traffickers, gang members and others involve the spiritual world in their trade for protection from law enforcement. This intensive course will include information on various legitimate and illegitimate saints and icons used by criminals.

Some of the legitimately recognized Catholic Saints are also used by Mexican Cartels and gangs for “protection” from law enforcement. Some of these include St. Jude (patron saint of impossible causes) and San Ramon (patron saint of silence). There are still other unrecognized saints or spirits that drug traffickers and others have adopted and used to protect them from law enforcement in their illegal activities. They include Jesus Malverde (patron saint of drug traffickers); San Simon and Santa Muerte.

Santa Muerte’s popularity in the United States has become increasingly alarming and has been associated with violent crimes. There have been several murders in the United States, some involving beheadings that were directly related to Santa Muerte. Robert Almonte has served as a consultant with prosecutors on several of these cases. These cases will be discussed in the class.

Although these are not probable cause for search or arrest, this course serves to enhance officer safety. This unique course is extremely beneficial to law enforcement officers, correctional officers, probation and parole officers, and crime analysts in all parts of the country who may encounter images, icons, statutes, and other items during or pursuant to an investigation. Several significant arrests, including the clearing of a cold case murder investigation, as well as drug and money seizures throughout the country have been attributed to this course and are discussed during the presentation.

Burnout affects millions of Americans each year and has been called “the disease of our civilization.” The unhappiness and detachment burnout causes can threaten your job, your relationships, and your health. But there’s good news — burnout can be healed. Former 20-year elected District Attorney, MARK YARBROUGH, from Littlefield, Texas (hometown of Waylon Jennings), personally experienced burnout, learned how to successfully overcome it, and went from “Burnout” to “On Fire!” He has since become a “burnout expert” and has written and published on the subject. Mark is a very entertaining, motivating and inspiring speaker. He has taught thousands of people how to overcome Burnout — from companies like Blue Bell Ice Cream and Xcel Energy, to teachers and doctors/nurses, to a variety of government workers (police officers, CPS workers, attorneys, victim’s rights advocates, counselors, mental health professionals, etc.). Audience members will learn the definition of Burnout and the symptoms thereof. But more importantly, attendees will be laughing, and at the same time learning how to apply Mark’s F.I.N.G.E.R. philosophy to help themselves or their co-workers avoid and/or recover from Burnout.

Law Enforcement has a key role in responding to the challenges of an American society which is plagued by crime, violence, drug and alcohol addictions and a host of other issues which affect our nation today. Though our profession does a remarkable job in being a “first responder” to addressing these issues, many if not most of us are affected by the “drama” of the internal culture. Problem employees and ineffective managers who are either creating this drama or not actively supporting personnel – often distract and discourage us as we try to do our jobs. Many law enforcement personnel and managers are impacted by this and can become cynical and frustrated.

This program discusses why these problems are present in every agency. It also offers solutions or “survival skills” which enable us to keep our focus on the mission, and our relationships with others at work and at home. These survival skills include such areas as taking ownership for what you can control, the importance of both encouragement and accountability in reducing misunderstandings and conflicts, and by creating strong peer relationships.

Dr. Ashley M. Frazier, PhD CCC-SLP, joined D.A.R.E. America in 2018 as its Director of Curriculum and Training. With twenty years of experience at teaching people to communicate more effectively with others, she now continues her passion for the power of quality curricula and skilled conversation to provide D.A.R.E. officers with state-of-the-art information and materials that will enable them to provide students with the necessary skills to avoid high risk behavior while supporting well-being and transforming conflict into positive communication.

Ashley began working with D.A.R.E. in 2016 as a member of the University of North Carolina Greensboro’s Institute to Promote Athlete Health and Wellness (IPAHW) team developing the myPlaybook High School curriculum. In her position as Director of Curriculum and Training, she will continue as a member of the team, as D.A.R.E. partners with Prevention Strategies and IPAHW to begin a multi-year, multi-site evaluation of D.A.R.E.’s elementary and middle school curricula.

Ashley has conducted research, designed curriculum, and developed learning plans in educational, medical, and corporate environments for clients, patients, and students at every age – working with 3-4 year old children in early intervention programming, elementary through college students, and adult learners as a corporate trainer. She works with people one-on-one, in classrooms large and small (face-to-face and virtual), and has been responsible for assessment and training planning for a staff of hundreds. She approaches learners at their level with effective strategies that are personalized to be most appropriate to the content and learning context.

Ashley attended Oklahoma State University, earning a B.S. in Speech Pathology; The University of North Carolina at Chapel Hill, earning an M.S. in Speech and Hearing Science; and The University of North Carolina at Greensboro, earning a Ph.D. in Communication Sciences and Disorders. Continuing at UNCG, she completed a post-doctoral fellowship in Public Health Education at the Institute to Promote Athlete Health and Wellness (IPAHW). She also continues as an adjunct faculty member in UNCG’s Department of Peace and Conflict Studies.

In this 2 hour session, D.A.R.E. Officers will hear an update on the first full year since the Opioids curriculum was released, and will be introduced to the curriculum:

  • UPDATED K-2 OTC/Rx and Opioid related presentations
  • UPDATED 3/4 OTC/Rx lessons,
  • UPDATED 5/6 grade OTC/Rx lessons,
  • UPDATED 7th grade OTC/Rx lessons,
  • NEW 8th grade opioid abuse lesson using the research-based online module, “Opioids,”
  • NEW high school opioid abuse lessons: “The Prescription Drug, Opioid and Overdose Epidemic,
    Lesson 1: Understanding the Opioid Epidemic, and
    Lesson 2: Keeping Safe.”
  • NEW community opioid abuse presentations.

Workshop participants will receive a complete set of instructional materials (Executive Summary, lesson plans, Family Talks, PowerPoints). Officers who have taught the Opioids Curriculum in the past year are invited to come and share their experiences.

Sergeant Christine Rapp is a D.A.R.E. America Mentor and has been D.A.R.E. Officer at the Hancock County Sheriff’s Department in Indiana for 20 years.

She said, “My favorite part of the D.A.R.E. program is the first day of each new class. I love when kids tell me I had their brother or sister and they are so excited to finally be in my class!”

Bruce was the D.A.R.E. America Officer of the Year 2007. He currently serves as Facilitator and Mentor for D.A.R.E. Indiana’s Training Team.  He has been with the Bluffton Police Department since 1986. His duties at the department include: Patrol Officer, D.A.R.E. Instructor and Trainer, Wells County D.A.R.E. Coordinator, Intoxilyzer Operator, Chaplain and CPR Instructor for the Bluffton Police Department, School Resource Officer since 2001, and part-time pastor for a small church. He was also Youth/Associate Minister with two different congregations for 6 1/2 years, Emergency Medical Technician for the Wells County EMS for 6 1/2 years with over ten years as certified EMT, and Certified Second Class Firefighter with the Bluffton Fire Department until 1994.

The following are his other awards and achievements:

  • Graduated from the Indiana Law Enforcement Academy – June 1986 – Fourth in class
  • “Officer of the Year” award from Bluffton Police Department – May 1989
  • President of the Indiana D.A.R.E. Officers Association January 1990 to June 1991

  • Member of the D.A.R.E. Indiana Advisory Board since its inception until the fall of 1995
  • D.A.R.E. Parent Program Training – May 1993 at the Midwest Regional Training Center in Springfield, IL
  • Selected as D.A.R.E. Officer of the Year by the Indiana D.A.R.E. Officers Association – June 1993
  • Senior Mentor Training – August 1993, MRTC in Springfield, Illinois
  • Awarded in November 1995 the “Dr. Constantine Panos Visionary Award” for going above and beyond the call of duty to enforce law and to educate people about substance abuse

Bruce enjoys spending time with his wife Diane and son Jonathon. He also enjoys walking, bicycling, movies, reading, music, D.A.R.E., and church related work.
