Lloyd Bratz joined D.A.R.E. America upon retiring from the Cleveland Police Department in 2001 after 29 years of police service. During his tenure with the City of Cleveland, Division of Police, he held a variety of assignments including Special Weapons and Tactics, Impact Task Force, Research and Development, the Police Training Section, and the Bureau of Community Policing. Lloyd served as the Commanding Officer of the Cleveland Police Training Academy for twelve years and during that time developed and taught a variety of courses including Criminal Law, Revised Code, and Instructor Development.

In 1996, Lloyd was appointed Commander of the Bureau of Community Policing, a comprehensive and diverse unit consisting of over 200 members of the Auxiliary Police unit, 400 adult School Crossing Guards, the Community Relations Unit, 21 police mini-stations located throughout the city, and the School Resource and Education unit consisting of 25 police officers devoted to teaching school-based programming including D.A.R.E. and G.R.E.A.T in over 100 Cleveland public, private, charter and parochial schools.

Lloyd earned a Ph.D. in Higher Education Administration from the University of Akron, along with Master of Science and Bachelor of Science degrees in Technical Education from the university.

Dr. Bratz has been an adjunct professor at a number of area colleges, universities and institutions including Cleveland State University, the University of Akron, and the Ohio Peace Officers’ Training Academy. He has published articles nationally and regionally in several law enforcement periodicals including “Law and Order,” “F.B.I. Law Enforcement Bulletin,” and “In the Line of Duty,” as well as authored two student-help publications. Further, Lloyd has served on numerous commissions, advisory boards, and curriculum development committees.

Lloyd’s region includes Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, Pennsylvania, West Virginia, and Wisconsin.

Mark Medford

Mark Medford

Northeast Regional Director

Prior to joining D.A.R.E. America, Mark Medford spent 31 years in law enforcement retiring in August 2017 as the Sergeant of Administrative Services for the York-Poquoson Sheriff’s Office in York County, Virginia.

Mark was trained as a D.A.R.E. Officer in 1990, and soon became the unit supervisor ultimately ascending to the position of Virginia State D.A.R.E. Coordinator while continuing to teach the D.A.R.E. Program until his retirement. During his years with the Sheriff’s Office, Mark was also responsible for establishing Crime Prevention and Community Policing Programs.

During his years as a D.A.R.E. officer, Mark was elected and served as Vice President, president and Past President of the Virginia D.A.R.E. Association.

Mark’s commitment to educating the community’s students stretches beyond D.A.R.E. In 2000, Mark was elected to the York County School Board having been re-elected to an additional four terms during which time he has served as both Vice-Chairman and Chairman of the Board.

Mark holds an Associate Degree in Applied Sciences with a major in Police Science and undergraduate credits towards the Liberal Arts and Sciences degree at Longwood University. He is a graduate of the Hampton Roads Criminal Justice Training Academy and holds multiple certifications in Crime Prevention, School Safety and D.A.R.E.

Mark’s region includes: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, Virginia, and the District of Columbia.

Dennis Osborn

Western Regional Director

Dennis Osborn joined D.A.R.E. America after serving over 25 years in law enforcement working primarily in state government. He retired from law enforcement in July 2017 after serving as the Chief of the Nevada Highway Patrol.

As Nevada’s Highway Patrol Chief, Dennis advanced the organization’s technology from a self-reporting system to a fully automated system, published the Highway Patrol’s strategic plan, and redefined the department’s performance measures and mission priorities. Dennis developed key relationships within the Nevada State Legislature and also with the respective employee/labor association leadership increasing trust and efficiency of personnel matters.

Dennis graduated from Northwestern University’s prestigious School of Police Staff and Command and served in the United States Army and Army National Guard as a combat medic. During his military service, Dennis also completed the Primary Leadership Development Course and the Basic Noncommissioned Officer Course.

Dennis holds a Bachelor’s degree in Public Administration from Nevada State College and an Associate’s degree from Truckee Meadows Community College in Criminal Justice. He is a member of the International Association of Chiefs of Police and the Nevada Sheriff’s and Chief’s association.

Dennis’ region includes: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Nevada, New Mexico, Oregon, and Washington.

Danny Talley

Danny Talley

Southeast Regional Director

Prior to joining D.A.R.E. America, Danny Talley spent over thirty years in law enforcement having begun his career in 1985 as a Police Officer with the Big Stone Gap Police Department in Southwest Virginia. Danny retired from law enforcement in 2017 as a Major on the Command Staff of the Tennessee Highway Patrol.

Danny joined the Tennessee Highway Patrol in 1987 as a Tennessee State Trooper and quickly ascended through the ranks while serving in a variety of capacities throughout the state. In 2009, he was promoted to the rank of Captain, serving as Director of the Criminal Investigations Division in Nashville with statewide responsibilities of all plain clothes investigative functions of the Department. He later transferred back into uniform and assumed command of the THP 5th District with oversight of the thirteen-counties of Upper East Tennessee.

In 2012, Danny was promoted to the rank of Major returning to Nashville and joining the THP Command Staff where he oversaw the Administrative Support Bureau. This assignment encompassed the Emergency Services Division, Training Division, Support Services Division, Research, Planning & Development, Protective Services Division, and Special Programs Division responsible for the statewide coordination of the D.A.R.E. program.

Danny is a graduate of Walters State Community College and East Tennessee State University with a Bachelor of Science Degree in Criminal Justice. He is an alumnus of Northwestern University School of Police Staff and Command, FEMA Center for Domestic Preparedness, FBI Law Enforcement Executive Development Course and the FBI National Academy.

Danny’s region includes: Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee.

Kim W. Hawkes

Kim W. Hawkes

Central Regional Director

Prior to joining D.A.R.E. America, Kim served for 36 years in the Law Enforcement profession with the last 26 years as Chief of the North Park Police Department in Northern Utah. He trained as a D.A.R.E. Officer in 1989 and soon discovered that his life would never be the same.

As a D.A.R.E. Officer he became immersed in not just teaching but in the lives of the students and families he served. Kim continued to teach D.A.R.E. in elementary and middle school classrooms for 29 years. He has served as a Mentor, Facilitator and Educator for Utah’s State D.A.R.E. Training Team. He has served as the President of the Utah D.A.R.E. Officers Association and has been recognized as Utah’s Outstanding D.A.R.E. Officer of the Year.

Early in his career he was given an opportunity to attend the National Crime Prevention Institute at the University of Louisville. Throughout his career he has promoted the proactive philosophy of Crime Prevention and Community Policing. He earned a Bachelor of Science Degree in Secondary Education from Utah State University with a major in history and a minor in zoology.

Kim's region includes: Kansas, Missouri, Montana, Nebraska, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming.
