Ruel Fuentecilla joined D.A.R.E. America/D.A.R.E. International as the Director of International Programs and Special Projects after serving in the US Air Force and California Air National Guard. He retired from his 27-year military career at the rank of Major in April 2019 after serving as a District Commander and State Civil Operations Program Manager with the California National Guard’s Counterdrug Task Force.

As the former District Commander of the Los Angeles High Intensity Drug Trafficking Area (HIDTA), Ruel led a joint force of elite active duty Army and Air National Guard personnel who provided unique military skills and capabilities to local, state, and federal law enforcement agencies in support of their drug interdiction operations. As the State Civil Operations Program Manager, he worked closely with local community-based organizations and anti-drug coalitions in their efforts to reduce the demand for illicit drugs through prevention and education. Ruel developed and maintained key relationships with law enforcement executives and task force commanders throughout California. These partnerships allowed for safe and efficient operations, trust, and successful collaboration with the Counterdrug Task Force that helped agencies achieve record high drug and asset forfeitures.

Ruel holds a Master’s degree in Public Administration with a specialization in Organizational Leadership from National University and a Bachelor’s degree in Criminal Justice Administration from the University of Phoenix. He also studied at California State University-Fullerton, where he completed and was certified as a Criminal Intelligence Analyst. Ruel completed D.A.R.E. Officer Training in 2005 through the Beverly Hill Police Department D.A.R.E. Officer training program. He is also a certified D.A.R.E. Mentor/Trainer.

Ruel’s area of responsibility as the International Director is global and includes all foreign partners who endorse, support, and administer the D.A.R.E. program within their respective countries.
